Would the following details be one of the major causes for difficulties in conceiving?

A Parent asks, This is not about me. It is a general question. I am trying to ascertain whether a low salt or no salt diet with less than recommended water intake may be a major cause of difficulties in conceiving (for other people).

No, I’ve never heard of that. VERY few people in modern society get insufficient salt (it’s in virtually all processed foods, so even if you add nothing at the table, you’re getting plenty of salt), and infertility is not an uncommon problem.
Most cases of infertility have clear medical causes — lack of ovulation, blocked tubes, hostile cervical mucus, low sperm count or poor motility/morphology, etc. And none of these have anything to do with sodium or water.
I never heard of it , drugs, alcohol, smoking and a bad diet are all contributers but nor the only ones there are many reasons why people can not conceive you can not pin point one reason
